An honest and Responsive Government
Brief Statement
The form of governance in the local precinct is very essential to the growth and development of a socio-economic framework for development. The society and the citizens at large are entitled to receive effective services and collective display of the best services possible from the public kitty. The concept of honest and responsive government is an important concept the overall jurisdiction in every social situation is charged with delivering to their society. An honest and responsive government focuses on the individuals roles as well as the collective responsibility of the citizens besides contributing significantly to the definition of the citizenry. I particular, this paper will focus on the actual face of government with regard to citizenship and the meaning implied with democratic space which defines level of honesty and responsiveness of the government.
Specification/description
The focus will also comprise of the US government as a case of honest and responsive government although this may not be a perfect case. These aspects are defined from the perspectives of the point of reference and the importance attached to the citizens for whom the government is responsible for. Every responsible government is responsive to the plea of its citizens and acts honestly in policy development and execution. The process of policy making and enforcement is defined by honest and trustworthiness in such as government. The individual administrators are the key players in ensuring successful governance in the long-run. This subject has been reviewed by various scholars including Ramsay.
Democratic Reference of Citizenship
Any honest and responsive government provides an ultimate position upon which the local citizens have a functional unit of reference. This implies that the government inculcates a sense of citizenship to the citizens in order to generate a concrete social framework that is legally and socially binding. The American Revolution in particular also created significant impact governance. In particular, it resulted into diverse sets of views with regard to citizenships. The momentous controversy in the country with regard to the concept of citizenship was a major opportunity for the government to consolidate a mechanism towards enhancing national unity through honesty and focus to on other but the use of compact inter-community framework for mutual living with regard to citizenship.
Every honest government must be able to respond promptly to changes in the society it governs. The changes that occur in the society are elaborate while others coexist from the origin. In enhancing citizenship in US, successive governments have been making major steps towards consolidating citizen participation in nation building. However, studies shows that lack of honesty in governance has been one of the main threat to the realization of successful achievement of effective governance. In particular, lack of transparency in the formulation of national accords have been a major stabling block to the success of US governments in achieving a unitary government throughout history. . Citizenship has remained a controversial issue in US throughout history to presents and a product of US revolution in the context of the United States. For instance, according to research studies, the principle underlying governance in the United States had been associated with American Revolution. While this revolution could have been credited with creating new opportunities to explore and manipulate essential qualities and resources in the country, they resulted into advanced challenges in the social framework of the populations in the United States. In particular, racial discrimination becomes more expounded as the revolution progressed.
With this controversial turn of events, many researchers have identified poor governance as one of the ultimate source of the conflict besides creating a series of challenges that were beyond the social cycles of the citizens. Honest government play a central role of uniting the citizens regardless of their racial orientations. Citizens entail a unit of free individuals who have collective possession of sovereignty. On the other hand, subjects are individuals who live under the power of others. This aspect had been the prevailing stance of the US residents in history but
As a result, the transition you an independent state saw millions of British subjects becoming American Citizens. This transition was faced with numerous hurdles and ambiguity in the meaning of both citizens and American. The understanding of the new element as posited in the newly born country was messy and quite unclear. The newness attached to the meaning of the American Citizens also resulted to a major problem particularly on the funding generations for the newly independent country- the United States. Due to the magnitude of this problem, there has been a wide range of researches that has focused on it regarding the dilemmas of citizenships within the context of the American Revolution. From this perspective, Citizens are considered through three main perspectives namely; important political and ideological concepts that eventually shaped origins and implications of revolutionary change. Secondly, literature also perceives citizenships as a legal status that gave polity membership and prescribed different duties and citizens rights.
Principal Role of Honest Government in defining Citizenship
In the context of immigration, the ambiguity in the definition of the term, citizen has remained a major challenge to confront in US. It is not surprising however that issue of the steps to becoming a citizen have often remained controversial. This could be similarly taken into account of the vast challenge of controlling illegal immigrants into US. From the ratification of the first constitution of 1789, nothing was stipulated in the law pertaining to citizenship. Subsequently, this allowed the bending of judgments through the British rules of jus soli and the jus sanguinis. On the contrary, another challenge was created when the fact that the Article I of the constitution provided the congress with the power to determine uniform rule rooted in naturalization. Subsequently, the Congress in 1990 also enacted a legislation which created restrictions to naturalized citizenships to a mere speculative free white persons.
The legal framework lacked this provision therefore seeking the intervention of the Supreme Court to provide a guideline on the rights of citizens and non-citizens. This was however subject to biasness as a result of individual interpretation of the law and the move to fill existing gaps in the law regarding citizenship and the rights herewith. In many instances therefore, the citizens by naturalization have been guaranteed similar rights to their counterparts, citizens by birth but the government remain a key player in defining the citizenship and its role in entirety. This step is perceived as a major milestone in the bridging between citizens by naturalization and citizens by birth. The highly dynamic interpretation however is based on the controversy surrounding citizenship that was derived from the era of constitution. In particular, there are two distinct exemptions that exist. In particular, the US constitution explicitly provides that only the natural-born individuals who can serve as the presidents of the land
Besides, despite the fact that the Supreme Court had ruled that birthrights could not be involuntarily deprived respective on individuals respective citizenship, the Court had later approved cancelling of naturalization any time immigrants were found to have incorrect information as they enter the country or even applying for naturalization. Besides legal rights, the citizens status has been often desired due to the social and symbolic importance attached to it. Citizenship provides many individuals with a sense of belonging as it has a complete membership in the context of national community. When an individual is classified as foreigner, the natives tend to perceive such citizens as mere intruders and are often stigmatized being referred to, as them as opposed to us.
Potential Social Consequences
Honest and responsive governance is one of the most effective traits that democratic governance craves to manifest. An honest government cares about the general composition and arrangement of the social lifestyle of its citizens. For instance, in the 1950s, there had been increased sensitivity to racial segregation and the need to harmonize international foreign policies. In the 1950s, seven states had cancelled their respective anti-miscegenation bans while more civil right groups opted to join the American Civil Liberties Union through its legal approach to change the state laws. One of such groups that had been supporting ACLU includes the Jewish Congress and majority of the Catholic Social Action Organizations. Other entities were the Association of immigrations and Nationality Lawyers as well as Japanese American Citizenship League.
The presence of these entities did not spell well of the country as it demonstrated the flawed state of affairs that characterized the movement of people on the land. For instance, in Southwest, the California state also cancelled its laws in 1959 following the win situation where the Democrats running on the Liberal Civil Rights led in the elections and subsequently gained controls over the essential governor seats. In this regard, the fight to control certain elements of political leadership was a clear persuasion over the glaring dispute between the citizens over the rights restriction based on the definitions attached to citizenships and the rights thereon. These elements demonstrated some of the perfect measures to contain the run-away vaults in the society as a prompt response to the prevailing social discontent.
Conclusion
Finally, although the US governments have been taking several integrated measures to resolve the problem of citizenship, lack of good will and honest governance have constrained mechanism of enhancing responsiveness of the government. From instance while the California had been bowing to pressure and accepting the changes in the legislative framework, other...
