Harbor Health Services, Inc is a non-profit making public health agency that is dedicated to giving high quality, complete health care services in urban Boston neighborhoods, the South Shore and Cape Cod communities. The organization provides a broad network of healthcare services to satisfy the health needs of the patients. Harbor Health Services Inc owns and operates four different community health centers: Geiger Gibson Community Health Center, Harbor Community Health Center-Hyannis, Harbor Community Health Center Plymouth, and Neponset Health Center.
In its mission, Harbor Health Services, Inc. is dedicated to ensuring access to quality health services by minimizing financial hindrances and modeling services and programs of the community that the organization serves. In that context, it is committed to supporting teaching, education, and scholarship opportunities. Moreover, Harbor Health Service Inc aims to be a "learning" organization that recreates itself by lessons learned and uses those experiences to provide high quality and comprehensive health care.

The organization socially responds to the needs of the community by providing community-based programs e.g. HIV and sexually transmitted diseases, Drug and substance abuse in youth and adult youth among others.
The project for the organization is to expand its service area to address the problem of access to primary care in the USA. The project aims at improving primary care access without necessarily having to increase the primary care workforce. Through its mission of ensuring access to quality complete health services by minimizing financial hindrances and modeling services and programs the community that the organization serves the organization can support the project (Swayne, Duncan & Ginter, 2012).
There are internal factors within the organization that could affect the project either positively or negatively (Plan, Burkett, & Higley et al., 2013). Among the positive factors is the availability of highly qualified employees, establishment of the four branches of increases coverage areas and the ability to organize the population in neighborhoods. Besides the active factor are the negative ones which include lack of enough qualified service providers, lack of finance to acquire additional health provider and lack of sufficient physical resources like buildings and location to facilitate service offering (Swayne, Duncan & Ginter,2012).
The external factors that could affect the project and the organization can either be threats or opportunities. Among the opportunities is the availability of funding from donors and well-wishers, favorable federal regulations and favorable economic conditions (Plan, Burkett, & Higley et al., 2013). Among the threats are the changes in the demographic factors e.g. changes in age, gender, culture and beliefs of the population, changes in research and surveys results about primary health care, changes in technology and the impact of the local, national and international economy.
The human capital management and workforce required to complete the project are; qualified health service providers, the management staff, technical staff, supervisors and civil educators to educate the public on the upcoming project (Senge, 2014). Among the resources required are the finances to employ the necessary health providers, supervisors and civil educators and the funds to purchase supplies like medicines and the associated requirements.
To reach out to a larger population, technology regarding communication network will be required. Incorporating short message services service provision where many people can reach out to the health providers through a phone short message or a call in case they have a problem. Machines and other medical related equipment will also be required if a large number of people is to be reached (Senge, 2014). The safety of both the patients will be maintained by observing the laws and regulations stipulated out in the Federal national legislation and the employer responsibility documents.
The stakeholders to this project will be the Harbor Health Service Inc management and staff, the health regulation authorities and the general public. To keep the stakeholders engaged, continuous reporting and documentation will be necessary. Marketing advertising and promoting the project through media channels and a social site will be required to reach out to many people, engage the community and at the same time to market the project. Public education will also be required to reach out to the community and engage them and to get their views about the upcoming project (Cummings & Worley, 2014).
Incorporating usage of insurance covers when providing primary health care, ensuring a clean and transparent treatment procedure and keeping proper patient records are also crucial in ensuring that patient safety is guaranteed.
The overall risk to the organization is the danger of public resistance and loss of invested funds. However these risks can be minimized by; developing an operational budget to monitor usage of resources, conducting a thorough research on the proposed project, involving the public in project development and adhering to the regulations that affect the development of the project.
According to my research in the three phases, I would recommend that the organization should go ahead and implement the project as it will improve the lifestyles of the population by providing a wider access to primary health care.
